Els materials
pirotècnics són utilitzats en les diferents
manifestacions de cultura popular i tradicional des del segle XIV i
formen part indiscutible del patrimoni immaterial de la cultura
Catalana. Avui és mante viva la tradició a Catalunya amb
1.500 actes de foc anuals, per part de 300 grups de Diables, 200
besties de foc i 150 colles infantils. Amb la vigència de la
nova Ordre PRE/174/2007 suposarà la desaparició de tots
els grups de cultura popular i tradicional amb foc i una
tradició amb més de 800 anys d’història.
Per tot això, demanem:
Que el Govern de
la Generalitat de Catalunya i el Govern Espanyol com a òrgans
competents, estableixin el caràcter singular dels elements
festius de cultura popular i tradicionals catalans, mitjançant
una regulació específica en l’ús dels
materials pirotècnics, que garanteixin el correcte
desenvolupament dels diferents representacions festives dels grups de
foc i de les corresponents colles infantils.

The
passing of the new European parliament Directive 2007/23/CE, regulating
the sale of the pyrotechnic materials in the EU, has meant that the
Spanish Government has followed suit with Order PRE/174/2007, imposing
significant limitations on the use of pyrotechnics, but the Spanish
Government has failed to distinguish between private use of
pyrotechnics and use by traditional folk groups in cultural events and
festivals. This implies banning these [pyrotechnic] elements in
processions, festivals and any performance by Devil Dancers,
fire-breathing beasts, fire dancing, etc.
Pyrotechnics have been used in folk performances since the 14th century and they are an indisputable part of Catalan cultural heritage. Today the tradition in Catalonia is a living tradition with 1,500 performances using pyrotechnics annually, including 300 Devil Dance groups, 200 firework beasts and 150 youth groups. The ratifying of Order PRE/174/2007 will mean the disappearance of all traditional folk groups that use fireworks, a tradition with more than 800 years of history.
We therefore ask:
That the Government of the Generalitat de Catalunya and the Spanish Government as competent bodies recognise the special character of Catalan traditional folk groups and associated youth groups that use pyrotechnics, by means of specific regulation [allowing] the use of pyrotechnics, ensuring the continued existince of such groups and corresponding youth groups.
